CONCORDIA PARISH LIBRARY BOARD OF CONTROL MINUTES – APPROVED, November 16, 2016 WEDNESDAY, SEPTEMBER 21, 2016 FERRIDAY LIBRARY 2:00 P.M. Custodian of Records: Amanda Taylor 1. CALL TO ORDER: Bobby Sheppard called the meeting to order at 2:30 PM at the Ferriday Library. Members present were Bobbie Calhoun, Jackie Young, Kathleen Stevens, Betty J. Bragg, Renard Chatman, Bobby Sheppard, and ex-officio Jimmie Wilkinson. Member absent was Marjorie Vogt. It was reported that she is in the hospital in Monroe with two broken shoulders. Her recovery time may be 8 weeks. 2. MINUTES: Ms. Young moved and Mr. Chatman seconded to approve both sets of minutes. Motion carried. 3. REPORTS A. Bid – Clayton Library: The bids were discussed and Architect Bennett explained about the law with Alternates 1, 2, and 3. Womack and Sons was the low bid with all three alternates. The total for the project was $1,621,317.00. Mr. Chatman made the motion to accept the low bid, Womack, with all 3 alternates and Mrs. Calhoun seconded the motion. Motion carried. Other companies participating were Tudor from Monroe at $1,625,000.00 and Wilmar from Vidalia at $1,720,100.00 including the base and all 3 alternates. (See attachments for details.) B. Financial Reports: The 2017 Budget was reviewed. The Library Director gave some explanation with less revenue due to Fruit of the Loom. Some categories were left the same as 2016 Budget and others had a slight increase. The major expenditure was the new Clayton facility and the furniture/furnishings. The Budget Hearing is Oct. 19th at the Ferriday Library at 2:00 PM. The Hearing information will be placed in the newspaper according to the law. The July and August monthly reports were examined. (See Attachment.) C. Circulation Reports: The circulation reports were reviewed for July and August. (See Attachment.) 4. OLD BUSINESS A. Art Grant: The Art Grant was approved for $3,204.00. It was stated the library would be using some of their funds with the Art Grant to have the performances. B. Programs: Good attendance was reported to the three programs. (See attachment) C. Trustee Meeting: Ms. Young and the Library Director will attend the Trustee meeting in Bastrop on Sept. 30th. D. LGAP Funds: Juror Wilkinson made comments on LGAP being limited funds and the pursuit of the Jury to provide better heating and cooling to the upstairs of the old courthouse. He discussed the building being on the historic register. 5. NEW BUSINESS A. JAG – Jobs for America’s Graduates: It was reported the library was working with Ms. Marsalis to bring programs to Ferriday Jr. High. B. Program Presentations: The Librarian will provide 2 programs in October to the DAR and the Vidalia Garden Club. C. New Service to Vidalia Upper Elementary: Bookmobile added the Vidalia Upper to their route. There are 16 classrooms. D. AC Units: The library has spent about $8,000 for AC repair in Ferriday and Vidalia. E. IT Issues – Windows 10 has been difficult for the upgrade. The IT person has had work more hours to get computers up and running. F. Trustee Meeting – Vidalia: The rescheduled Trustee training is Friday, December 9th. All board members were asked to mark their calendars. The library will pay the registration fee. G. Budget hearing: This public meeting is scheduled for Oct. 19th at the Ferriday Library. H. Programs: a. iPhone Class – September 24th (See Attachment) b. “A Salute to Frank Sinatra” (See Attachment) c. “Vanished Into Thin Air” (See Attachment) d. Filling Out Online Applications (See Attachment) 6. PUBLIC COMMENT: No public comments. 7.
